This is one particular feature which i've tried very hard to adapt to specific moddable situations in X-Worlds and eventually gave up for lack of "optional" incode or otherwise gadgets.
Sole is right... sadly, there's no customization principles in outside code to alter the Fog-Of-War (or at least control over some features) for us modders.
Although, in some areas the whole sensors & ranges elements found in ability tags could be used indirectly to offer tech dependant variations to the Fog engine. Strictly speaking, much of the activity is barely noticeable in lower size maps once higher level research has been reached... but, i would certainly see why one could use loopholes in the structure when playing on Immense or Gigantic maps.
Trick is to convince SD coders to provide such stuff to the modding community. Maybe, one day?
But there are a LOT of other elements asked by plenty of people that have yet to be considered as you could read about in some threads (*Slam my game* being just one of many!).
