There is no "patch".

Typically, Impulse looks at the files installed (or the XML library of files), compares them to what is on the server and updates whatever needsd updating.

You can, however, right click on TOTA in My Games on your laptop and choose "Download and Archive".  It will grab all the game files and download them.  You can then copy the files to your laptop (DVD or whatever).  You can then run impulse on your game machine (it will have to connect to the internet once to verify your registration) and install the updated game there.

Offline restoration of game updates is being looked at now.
