Not to mention it's giving a 25% (built) ship hp bonus, and a 50% planetary defense boost, while the improvement Planetary Defense now is not giving a planetary defense boost at all. See here. My guess is one or both of those is an intended purpose, which is why it's still in, but I'm unsure why it would essentially replace planetary defense. I would also assume that the built ship hp bonus is a mistake and that it was intended to be akin to the omega defense system, in that it would grant extra hp to ships in orbit.
