Seems to happen on really big galaxies near the end of the game. I have so many planets that I know many new ships should show up.
Very annoying. Restarting temporarily fixes it though you still do not know the new ships from the last new turn. You can go looking for them. Very time consuming. Then in a few turns it does it again.
