I was playing a game the other night, GalCiv2: Dread Lords, v1.5 (VERY recently updated, a matter of days) and one of my planets ended up with less food than it should have had:
I have a save game at this point available if you'd like it sent or attached to a post ... oh, and at one point (earlier) I removed the farm and the planet dropped to only supporting 2 billion people. It wasn't a game-breaker, just rather odd...
