Maybe someone can explain this - I culture-flipped a planet from one of my neighbors. I think it was a high-gravity planet. I've rebuilt with factories, research labs and a starport. The population is back to 6/8billion, yet I still cannot produce spaceships because it has 0 military production. What gives? The approval rating is good and it seems to have all the proper buildings.
You need to research the extreme environment tech that matches the planet type. For the first tech, it will start producing at 50% capacity, and for the second it will go up to 100%.

To help in the future to know what level of tech you have for an extreme world, out at the galaxy level, there should be a colored dot next to any extreme planet type. Red means you have no techs and production will run at 0%, yellow means 50% and green means 100%.
