What are the differences in difficulty?

What I mean is at what point does the computer AI start to get advantages over the player and what are those advantages?  I know there was a post somewhere that explained all this in detail but I can't seem to find it.  Not exactly sure what to search for that might bring it up.

You can see exactly what advantage or disadvantage the competition has by selecting a race in the "choose race" game setup screen then clicking on the edit button.  Under Personality, you can view and adjust the advantage/disadvantage for that race.  Selecting a game difficulty presets these values for all races.  Selecting a race intelligence presets the values only for that race.  At "challenging", the AI has no advantage or disadvantage.
