The rally point minimap can be zoomed with the mousewheel and panned by holding down the middle button (which depending on your mouse, may double as the mousewheel).

As nice as this is, it doesn't exactly make life easier because on that minimap there isn't any obvious indication of your point of origin (the ship fleet of planet you have selected) or the rally point which you've selected from the list.  At the very least it might be useful to have a way of focusing on origin or destination when zoomed.  Also I feel it would be handy if there was a readout of how many weeks it will take to reach the rally point if you have a ship or fleet selected, before committing the move order.  Finally, the rally point window could maybe use a zoom-to button, so that you can go to a rally point on the main map without moving anything just yet.

Obviously on small maps, or on large ones which you've got used to navigating, you might not use these extras so much, you'll just pick a rallypoint and immediately be confident of your choice.  I'm just highlighting that there's more that could be done with it.
