Based on the information you're giving it sounds like your population is too low. In my game as the Torians every planet have 12 billion happy taxpayers. With the common economy picks, this can add some spare cash to your treasury.
The Torian morale tech tree doesn't confer any passive bonuses so you need to actually
build your improvement to enjoy any kind of boost unlike many other races. Why your tax income is so low I can't tell with what you're giving me to work with, or is that your surplus you're running? Perhaps you're at deficit? This causes morale to drop, giving you an incentive to get conservative on your budget.
Every race has their own unique improvements with their accompanying maintenance costs. What works for the Korath may not work for the Torians.

I love building the race-specific one-per-planet improvements. They are usually cheap to build, cheap to maintain and they have nifty effects (which is why I love the Iconians - oh and their huge, honking hulls).
The Torians have a unique factory that gives very cheap production power (Central Mine), a unique farm that boosts population growth (Harvester) and a unique morale building (Temple of Memories).
I build those three, plus a complementary morale building, a starport and some economy buildings.
That's my standard set-up. If I encounter larger planets with manufacturing or research bonuses I will still build the unique improvements but will otherwise devote the planet to production and research (to the degree my budget will allow me).
Using this approach, I can summon a large number of invasion transports or small fighters in relatively short time while my specialized planets build my central ships. Given that my approach with the Torians is about decentralizing manufacturing power, the strategy of using a "carrier" (big ship with fleet modules and massive defences) pays off until I can afford huge all-attack ships.
