Horizontal/Vertical Offsets for positioning in windowed mode?

I'm running GalCiv2:DA in windowed mode, and it always starts up in the top left corner of my window. However, this is a minor annoyance because I'm using Windowblinds/Object Dock plus so my machine looks a lot more like a Mac than Windows. This means the titlebar is hidden by the taskbar, as well as the first 2 or 3 lines of pixels.

Is there some way to force GC2 to respect where the taskbar is in windowed mode or to edit the prefs.ini to have a vertical offset? None of my searches managed to turn up anything.
