Turning off Tie rule in Prefs.ini

While perusing my prefs.ini file (Dark Avatar) I found this entry:

ConqueredShipsSurvive=1

I'm wondering if this toggles the tie-rule on/off? I probably won't get a chance to test it myself for a while, does anyone else know?
