Tech trading off = no alliance victory?

(Well, I'm playing TA but the problem should be there in DA too) Several times I set tech trading to off what resulted in the AIs not researching the "Alliance" tech.
Are there any tweaks to make them research the tech?
My oppinion is that it would be best if there was no tech restriction to form an alliance with someone.

The better solution would be to have the AI place higher value on researching Alliances.

When looking at the box in the lower right corner that says the computers progress towards a certain victory type.

If you have Tech victory disabled. It shows the computer as being unable to win with diplomacy and still gives you a % of where they are in the technology victory.

The computer does research alliances with tech trading off, but it is not a high priority. If you play long enough, eventually it becomes an option. Of course, by the time it does, you may have conquered them already. It is my understanding that the computer can't win a diplomatic victory.
