First off, the extreme colonization technologies do not influence the amount of research that is done on a planet; if you colonize a planet with only one level of the appropriate colonization technology or invade one without any such tech, your research will be at its full value.

Secondly, the values in the Summary screen from the Colony Management viewer will not change; this is base production only.

Thirdly, this may be obvious, but researching barren colonization technologies will only increase the production on barren planets; not aquatic, heavy gravity, etc.

Fourthly, if you do not currently have anything being built (social or military), then the value displayed for it is the base production (modified by funding), not the actual production (which is influenced by bonuses, colonization tech, and funding).

I think I've covered everything that might be causing you to see a production discrepancy. I did just test this in my installed DA (1.80g) and everything appears to work the way it is supposed to. I'm using XP, but there's really no reason why that should be it.
