Can't build tech capital

I'm not sure if its a bug or not but after having traded to gain advanced computing
then I figured I could build a tech capital. But I never did get the option on my build list.

I had not built it anywhere else or have it on any build list. Is this something that happens if you trade to it?

You have to research the first miniturisation tech! Yes that idiot trick fooled me as well when i was a newbie!
