Trade technology

In sandbox mode is there a reason why I cannot trade technology with anyone? After espionage and conquest, I have confirmed that I have tech that they don't, and they have tech that I don't, but neither of us can offer tech to the other. I can't even give my tech away.

When you start up a new game, make sure that you have the option "Tech Trading" selected.

That was the answer. Someone else in the house plays the game and doesn't like tech trading.
