Treaties

I feel like i'm proabbly missing something very simple:::

How do I make a treaty with an alien race? I want to ally with one of the races. Do I keep giving them gifts until it happens? There is no button in the treaty screen to ally. (Of course I've researched alliances already).

Before you can ally with an AI, they must also have the Alliances tech and you must have Close relations with them.

Giving gifts can help relations, but there are more factors involved. Check out the Reports in Diplomacy--the plus and minus signs let you know which factors are helping or hurting your relations with an AI.
