Military Production Question

Here's a question:

Let's say you have a planet with 2x factories, 2x labs, some other stuff and a starport.

If the planet is not building any social projects, that effort is shifted automatically to military production (starport).

Is the opposite true? Meaning, if you're not building any ships at your starport, does your social improvements get built faster?

Also, let's say your not building ships or social improvements; will your labs automatically get a boost?

Yes, if you have your spending sliders split between social and military, anyway--obviously you won't get anything if you have no military spending set in this case.

Also, let's say your not building ships or social improvements; will your labs automatically get a boost?

No, in that case any military/social spending would simply be refunded to your treasury.

that would be something different. it just means that if your socail is like 20 and your military is like 20 you dont get an extra 40 towrads research if you are not builing anything. in that case you will just not be spending that money at all on those 2 things.

You always pay the maintenance costs for every building you have. You don't pay for an empty production queue. For more detailed explanation check wiki on Military production, where most known issues regarding production are covered.
