Dark Avatar: No starports or other upgrades available

I'm not sure whether it's related to downloading the heightmaps, but any new games on my install at home only allow me to build basic factory and the basic economic upgrade at start. No starports, manufacturing capitols, embassies, or anything else is available.

You've got the 'Old' tab picked on the improvement list. There are spearate tabs there in DA for the Newest, Older ones, and All.
