Troop Transports auto-launch

Troop transports are launching towards rally points with fewer than maximum troops. For example, a transport with a capacity of 4 B will launch from a planet that has a population of 6 B with only 1.5 B loaded.

Not sure if this is intentional.

Yes, if the planet's population is too low (not sure exactly what the amount or percentage is), transports and colony ships won't autolaunch with a full load.

That would make sense - otherwise the aI will quickly depopulate their worlds.

I think I remember being able to pop out a 3B transport off a 6B planet w/o problems, but this last game of mine I was also seeing the same thing with only 1.5B getting on the ship.

I found this out after my fleet of transports were ready and I declared war and sent my 1/2 empty transports to their doom. I felt like ejecting the guy who 1/2 filled those transport out the airlock lol. War was won none the less, it just took some time to get things re-situated mid fighting.
