clean re-install

I have been trying to do a clean reinstall. I had loaded some mods (hi-res sharper mini map and the star trek mod) and suddenly I had a lot of CTD's.

I have reloaded 4 times each time deleting all total gaming and GCII files and folders but I still find traces of the mods in the new install (like a Vulcan mini race!) sip designs ect. Oddly enough all my option settings are still the same as before I reinstalled.
What am I doing wrong?

Oh btw
xp home nvidea geforce 7800 amd fx52 2 gig of ram

Settings, ship designs, etc, are located in My Documents\My Games\GalCiv2 (or My Documents\My Games\GC2DarkAvatar for DA). be sure to clear that folder out as well if you want to completely remove all artifacts of your previous install.
