Opponent customization glitch?

I don't know if I'm doing this wrong or what. I have difficulty set to tough, then I go into each races "edit" option and turn the econ to 90%. I save, hit "next," and do this for each race. When I go back and "edit" any of those races again the econ slider has reset to 100%. Is there any way to make the change stick? The aggression and CPU sliders stay put, but the econ one keeps resetting. Is there a way to make this work?
