i've noticed that my population caps on a planet's base quality, and doesn't go up when i research new terraforming levels. i tried searching to see if this is intentional or not. i've also noticed that lower PQ planets tend to have a lot of upgradability, which is nice, but it's kind of disappointing that the pop cap is so low for these planets.
