Super Abilities

Moddable?

Can you create new super abilities? I'm just wondering if I can make a really powerful racial ability.

Is this possible: A farm race that has 2x the amount of farming yield with one third of the morale penalty.

I have a hunch that these are hard coded and can't be changed.(Or is to complicated to create one)
