I don't know if this is a bug or something I am missing, but when I start a campaign and start building social projects on my homeworld it takes longer to complete than indicated on the Colony Management Screen.
For example, lets say I set Spending at 100% and set Social Spending at 100% (Research and Military at 0%). At this point it says that I have 2 weeks (turns) until my first factory will be completed. However, after 2 weeks I still have around 10% of the building to complete and it takes one more week to complete than it indicated. This seems to happen a lot.
Also, if I change spending so that it only just barely completes the project in lets say 1 turn. After that turn it still is not complete. Often I have to compensate by padding it with around 10% more production than is it seems to indicate I need.
Any idea why it does this?
