Trading while at war...

Without any UP law on the books.

This might not be a bug but it still doesn't look right...

After convincing the Yor and Drath to fight each other, the treaty screen still shows them trading but in the details box, it confirms that they are at war with each other.

Neither of them have the support or logistics to actually fight, I'm just wearing down their economy and social development. Why wouldn't they at least attack the freighter when it comes to each other's territory? I thought trading ceased when war is declared unless exempted by a UP law.

Can somebody clear this up for me? Thanks.
