How am i supposed to understand THAT!!!

I have just got the planet (So i added fusion and stock exchanges). Now there is 2 possibilities. Either the AI is completly retarder (on crippling). Or it is really really mean. I mean it took me something like 40-50 turns to get this planet by influence. Guess the AI wanted a little joke
