Having never been in the situation, what does happen when you attack someone and the Senate says 'NO!'?

Does the attack just not occur?

Does it constitute a 'vote of no confidence' and your party lose control of the Senate (if you had it)?

Do you immediately lose your post as leader (maybe a la Julius Caesar)(which would maybe end the game or just change your name)?

Just curious....
