Okay, call me stupid, but what affects this, and what does it do? I can't really figure out how to change the stat, it doesn't seem to be based on morale or any thing else that I can figure. I had my entire population at 100% morale and I think I was third or something in popularity.

So what is it?

i'm not sure and i have no idea how i can up my popularity.

Yes, The Regicide is correct.
On the Diplo screen look at the level of your relation to each empire.
Neutral, friendly, close, ect...
The sum "value" of these is your popular rating...
So anything (trade,war,diplo rating ect...) that affects your relations with civs,
counts towards your popularity ranking.

And also IIRC, popularity ranking is a factor in who a race will surrender to.
