AI Warefare possible improvement.

I have noticed that the AI, when they declare war, never preforms sneak attacks. I think I know where a possible solution can be found. The AI in Civilization IV have their own set of problems, but preforming sneak attacks is not one of them. If stardock can figure out who this was done, it could be a great improvement to the AI.

I had one game where 2 civs attacked without warning.

Does not happen very often, though.

That is the point, itn't it? It does not happen often enough. They need to do it more often. In other words, they need to prepare for war before they declair it.
