I just played a Normal level game against 9 opponents. 8 of them are almost totally idle with no ships, no techs researched, colonies almost empty of buildings, no ships built, etc. Only the Drengin actually did anything, and they are also far behind me in everything. Something is definitely wrong with Normal AI being this unreactive.
