Has the loyalty bonus to buildings been disabled? Because I've added the 'resistancebonus' tags to planetary improvements, with absolutely no effect, and the propaganda centre building doesn't work.

In fact, was it ever functioning at all? I'm guessing it was, because there is a Galactic Achievement that uses it.
Is there another tag that has the same effect as a loyalty bonus?
