raid / steal ships

Something that I liked very much in Master of Orion 2, was that you had the ability to raid or to steal an opponent's ship.
Also, if you scraped the ship you could take its technology. Would it be possible to see something like that in GC2 ?

I think it would be exciting. Imagine someone stealing a DreadLord ship...
