Government bonuses do not apply.

I'm running 1.2 beta 1 and I've noticed that any bonuses 25/25/25 - 50/50/50 - 75/75/75 that are MEANT to happen with a new system of government, don't happen. I'm stating that based on looking at the leaderboard graph and by looking at the race statistics.

The production/research bonuses don't happen. One of the developers confirmed that. Whether they are going to fix that or just change the text so it doesn't claim to do it is up in the air. The economic boost should still be there.
