New game and have been playing it for several hours, needles to say these guys are building ships as if they are free. BTW V1.11

Don't want to sound mean, but that image is too small to make out anything. Try uploading the image to anothe host, I get problems with photobucket once in a while. Like imageshack.us I have had the Independant League show up, but they broke away from an AI. Looks like a bug, but I would like to see the image first.

I can't see the number, but I can see how many numbers there are.
