Well, i really wonder how star dock managed to make the neutrality centers even more buggy for, at least, the german version.
Instead of making them auto upgrade, a
second neutrality learning center was added. which upgrades from the
factories. They cost the same like the normal nlc, but they give:
100% defense bonus
20 production points
22 research points.
10% economy bonus
10% influnce bonus
+1 Schip movement
while the old nlc remained unchanged and both appear at the same time.
