Every now and then, the foreign relations window will show that you're spending 0bc on espionage for each race, even if you are spending money. The slider is moved forward and you can see that you are spending in the domestic window. On the next turn, it will be back to normal.

I have no idea how to reproduce it. Seems to happen completely at random.
