The various panes in the foreign relations window does not necessarily agree on the status of my relations with other civs. EG, my relations with faction A is shown as Friendly in the Relations and the Report tab, but as Close in the treaties tab.
When I noticed this, Alliance had become an option when trading with that faction, and after a few turns (where I built my first armed ship) they agreed to ally. But that's incidental, the inconsistency in the Foreign Stats window must be a bug OTOH.
Current version 1.10[b4].018. The game in question was started in the first public v. 1.10 beta version.
