Bug 1:
I won a planet via culture flip from an ally. It had no starport and I could not build one as it was not on the list.
Bug 2:
Galactic Guide book does not work on upgrades.
When I upgrade a ship and add a survey module the price of the ship goes up!
When I add it to a cleaned or new design the price does not go up.
I don't know how I can help with bugs of this sort. I could post a debug.err or save file?
