I've got a game running presently on 1.10[b3].015. In it, the Iconians have been trying to build a political capital. I get a message each and every turn that they have completed a political capital. There's only one planet on which they are trying to build it, and that shows the political capital under construction with one turn remaining. Any idea what might be happening? Do you need any information to reproduce/debug this?
