Mining Starbases

Without a resource

I have a strange case of the AI building mining starbases deep in my territory on NOTHING.

Oh, and has anyone addressed the AI tactic that involves leading an invasion with transports and sending in fighters as an after though once DOZENS of transports are just milling around?

This is in a game on tough no random intelligence Huge map
