Modding Cheats?

hey,

I've been playing GalacticCiv for a while now, and decided i wanted to make a fun file, so i tried to enter some cheats, but I've been following the cheat guides, you have to put the word "cheat" outside the brackets in the shortcut line, but its not working? Anyone know how to do this?
