What is the "GalCiv2I Desktop"?

I was just about to download the file(s) needed to access the bonus features of my Collector's Edition and noticed that there are two different options. The second one, called "Install Galactic Civilizations II Desktop Enable Collectors Edition (Windows XP or later)", says that it will install the "Galactic Civilizations II Desktop". What exactly is this?

Also, there is a pack with bonus materials in the download section "for 1.0D and later". Is this stuff already included in 1.0X, or do I still need to download the bonus pack to get the additional goodies?
