Help with the throttle frame rate tag!

Hi - can anybody tell me if the 'throttle frame rate' option is disabled when there is a cross in it, or is it enabled?

the reason I'm asking is that I've been told that the CTD's I've been getting is because of my Geforce 7800 GTX overheating and crashing the game, if turned on the throttle is supposed to stop excess performance.
