Abusive tactic possibly.

I had an idea for an abusive tactic.

Invade a planet, have multiple transports, steal tech on invasion.
Put all but 1 population on the transport- then give planet back to enemy you're at war with.

Conquer planet again, take tech.

That could be a problem with no tech trading.
