I saw this happen before as well.
Only, I didn't receive the ships... I had to fight them !
Coincidence(sp?) or not, it was the Yor that received those fleets.
I was in luck though, I had 2 squadrons of medium hulled ships with 9 beam damage and 4 shields in the vicinity.
Although those precursor tiny hulls are dangerous when combined, they only have 2 mass driver per ship.
Even my non-optimal defences absorbed most of the little damage, and 9 beam dam kills undefended tiny's with 1 or 2 shots.
After rampaging through those fleets, my medium ships were almost invincible, with easily +100hp each.
But now you have to use those things yourself...
Find them enemies without defences. They can swarm all-offence ships.
Or better, use them in range of military starbases. They're pretty useless otherwise.
I don't think the huge quantity is a bug since they're very weak.
( unless maybe early game when the tech hasn't progressed much. )
