United Planets Starbase Tax broken/backwards

I noticed something interesting when I was playing the other day. I had no starbases in another territory, so I voted for a huge starbase tax in the united planets. It passed. Low and behold, I was being charged for my own starbases in my expenses. Starbases that were controlled in my territory (I even clicked the ownership button on the minimap to be sure.) I think something is set backwards, but since I can't see the code I can only see the symptom.

This is a minor bug (but annoying...now I vote against all starbase taxes hehe), but hopefully it can be fixed easily.

I think it's per-sector, not based on where your cultural influence borders lie. So if you have a planet in the sector you have the base in, then you don't get taxed. If nobody has a planet in such a sector, you don't get taxed. But if you build a base in the same sector as another player has a planet, then you're taxed, even if your influence reaches out far beyond them.

I'm not sure since I haven't tested every possibility, but if both you and he have a planet in the same sector, it stands to reason that you wouldn't be taxed.

No, it's definitely broken. I was charged 440 bc/turn (!!!) for 4 starbases that were next to my planets but not in my sphere of influence.

Needless to say, they were influence starbases and even after they were back in my sphere of influence, they were still being charged.

The tax was supposed to be 10 bc/starbase/turn. I most certainly did not have 44 starbases. So the *cost* is broke too.
