Probalme Loading COlony Ships

Please Help

Hey I feel stupid asking this but it's driving me nuts. I want to put some people on my comony shit so I can go to other planets. I put it in orbit then hit launchlike the tutorial says to but it doesn't ask me if I want to put people in the ship like the tutorial said it would. Help!
