Where are the Evil Weapons?

I read somewhere that there are evil weapons that only evil civs can use. I am currently researching the tech after good and evil (can't remember what it is called), but it only shows evil structures? Does anyone know where I can find these horrible, effective weapons?

You have to research them. They branch off of the Various weapon trees.

i know there are good weapons too, but is there anything for neutral civs?

You get the "psionic" missile before researching photonic torpedoes and you get the psionic beam before phasers (pretty sure).

all weapons are evil. so the more you have the better.

They may not appear (not sure about this) unless you have already researched "Xeno Ethics", "Good and Evil", and "Concepts of Malice". I belive you have to align yourself with evil to use these weapons.
