Secret Police Center super project - only gives +20 Morale?

By the time you can build the Secret Police Center super project (I think it is unlocked by researching Good and Evil), you are almost guaranteed to have regular buildings that give big Morale boosts. The Secret Police Center only gives +20 Morale to the planet you build it on. This is a total waste of a building tile. This super project should give AT LEAST +100 to make it worthwhile (as a one-per-race super project).

Indeed. It's the same with the Neutral harmony crystals - you get 20% morale out of them, when you could just plop down any entertainment building instead, and get a better benefit...

Well, as a trade item the Harmony Crystals are an empire wide boost and I assume the SPC is only for the planet where it is built, like the Omega defense and the Hyperion shipyard. I seldom build those one planet super projects

it sez in the description that the secret police SP adds 20% onto the BASE morale of the planet... seeing the convoluted approval formula on galciv2 wiki, i wonder if a bonus to base morale is actually more powerful than normal morale buildings, e.g. it won't decrease as much when you increase tax, compared to if you just build a normal 20% morale on that planet. i dunno, can somebody verify this?
