I actually did not ever have this problem with earlier versions.
Iam not exactly how this appeared but I just started a new Large map game with 1.0X and for some reason my planet Earth cannot construct any ships. What ever ship I choose it always informs that it takes 0 weeks to finish but it never does. 
I have the save game, where should I send it so stardock can confirm this?

I uploaded it on my FTP server, hopefully stardock can check this out. I started a new game and there has been no problems. Except in the shipbuilder the design will reset itself if components are removed from the list and not directly from the ship.
